I. Introductions/Anti-Trust
Chairman Chandler called the meeting to order at 9:40 A.M. and welcomed the
33 people in attendance to the 46th meeting of Project S.H.A.R.E. After the
general introductions, Chairman Chandler then read the Anti-Trust guidelines.
II. Past Minutes
Chairman Chandler asked the membership for any errors or omissions to the
October 11th, 2001 minutes that were mailed. Motion by Matt Scott, second
by Alan Brooks to accept the minutes as distributed. The minutes were approved.
III. Treasurers Report
Steven Koenig gave a summary of the Treasurers Report prepared by Ed Hennessey.
Motion to accept by Matt Scott, second by Geneva Duncan. Approved.
IV. Old Business
Bob Chandler provided a brief update of the status of By-Law revisions then
tabled the discussion pending the outcome of proposed legislation.
V. Project SHARE: panel discussion
Bucky Owen began a historic overview of the origin and purpose of Project
SHARE. Bucky chaired the task force that was responsible for the development
of the State of Maine's Conservation Plan. Key partners in the task force
were agencies, industry, and the Governor's office. The task force focused
on policymaking, not the science of Atlantic salmon or their restoration.
Science entered the discussions at the committee level. While the development
of the Conservation Plan had its shortcomings, the plan is considered very
detailed and comprehensive when compared to similar initiatives in other states.
Gary Donovan presented the history of Project SHARE. Stakeholders from industry, agencies, and NGO's with interests in Atlantic salmon restoration and the potential federal listing of Atlantic salmon as endangered founded SHARE. The focus of SHARE is restoration of Atlantic salmon habitat. The underlying premise that SHARE was founded on was accomplishing the task of restoration by bringing together stakeholders who are interested in salmon restoration, can "bring something to the table," and are willing to work together in a cooperative manner. SHARE did not focus on advocacies as it is considered counterproductive to a stakeholder group intended on building cooperation.
Ed Baum provided comments regarding his impression of where SHARE and other local NGOs can make a difference. He emphasized the need for more local education and encouraged more workshops, public relations documenting the positives that are happening. He also suggested production of a new Atlantic salmon video.
Steven Koenig concluded the presentation with a discussion of the current focus of Project SHARE. Areas of involvement include: non-point source restoration, educational outreach and information transfer, and riparian buffer restoration. SHARE does not have a major involvement in advocacy issues or land trust activity.
Following the presentations, the discussion continued with comments and questions from the floor. Key points included the need for groups to continue to build partnerships and work together toward the common goal of restoration of Atlantic salmon.
VI. Program
Ed Baum was the guest speaker. His presentation discussed the "History
and Overview of the US Atlantic Salmon Farming Industry."
